Frequently Asked Questions
Education Freedom Accounts (EFAs) were established as part of the LEARNS Act. For eligible students, the funds in these accounts may be used to pay for tuition, fees, uniforms, and certain other education-related expenses.
EFA funds can be used on a variety of education-related expenses, beyond just tuition, including:
- Tuition and fees at a private school;
- Standardized tests;
- Uniforms;
- Other expenses required by a school (e.g. supplies, equipment, etc.);
- Instructional and supplementary materials (beginning in 2024–2025);
- Curriculum (beginning in 2024–2025);
- Fees for college credit tests, postsecondary admissions tests, career training tests, and industry-based credential tests (beginning in 2024–2025);
- Fees for service providers for students with a disability, as well as account management by service providers (beginning in 2024–2025);
- Certain technological devices to support educational needs (beginning in 2024–2025);
- Transportation expenses (beginning in 2024–2025); and
- Other expenses approved by the state (beginning in 2024–2025)

Students that have received the Succeed Scholarship are automatically eligible for an EFA. Because of this, the EFA program will replace the Succeed Scholarship.
To be eligible for an EFA, students must meet the following criteria:
- Be eligible to enroll in a public elementary or secondary school in Arkansas.
- Have at least one parent who is a resident of Arkansas
By the 2025-2026 school year, all students who meet these conditions will be eligible for the EFA program, regardless of income or zip code.
For the 2024-2025 school year, however, the following students will be eligible:
- First time kindergarteners and first graders;
- Students coming from “D” or “F” schools or “Level 5” districts;
- Students coming from the Succeed Scholarship Program;
- Homeless students;
- Current or former foster care students;
- Students with disabilities;
- Children of active-duty military;
- Children of military veterans;
- Children of military reserves;
- Children of first responders; and
- Children of law enforcement officers
EFA funds can be used at participating private, parochial, and private charter schools in Arkansas. EFA funds can also be used by homeschoolers and microschoolers.
Eligible students can access up to 90 percent of what the state spent per student in the previous school year. For the 2024-2025 school year, the amount is $6,800.
