EFA funds can be used on a variety of education-related expenses, beyond just tuition, including:

1. Tuition and fees at a private school;
2. Standardized tests;
3. Uniforms;
4. Other expenses required by a school (e.g. supplies, equipment, etc.);
5. Instructional and supplementary materials (beginning in 2024–2025);
6. Curriculum (beginning in 2024–2025);
7. Fees for college credit tests, postsecondary admissions tests, career training tests, and industry-based credential tests (beginning in 2024–2025);
8. Fees for service providers for students with a disability, as well as account management by service providers (beginning in 2024–2025);
9. Certain technological devices to support educational needs (beginning in 2024–2025);
10. Transportation expenses (beginning in 2024–2025); and
11. Other expenses approved by the state (beginning in 2024–2025)

To be eligible for an EFA, students must meet the following criteria:

1. Be eligible to enroll in a public elementary or secondary school in Arkansas.
2. Have at least one parent who is a resident of Arkansas

By the 2025-2026 school year, all students who meet these conditions will be eligible for the EFA program, regardless of income or zip code.

For the 2024-2025 school year, however, the following students will be eligible:

1. First time kindergarteners and first graders;
2. Students coming from “D” or “F” schools or “Level 5” districts;
3. Students coming from the Succeed Scholarship Program;
4. Homeless students;
5. Current or former foster care students;
6. Students with disabilities;
7. Children of active-duty military;
8. Children of military veterans;
9. Children of military reserves;
10. Children of first responders; and
11. Children of law enforcement officers
